What is the National High-Tech Enterprise Certification?

The “National High-Tech Enterprise“ title is awarded to companies that demonstrate strong capabilities in independent research, innovation, and core intellectual property. While it is a domestic certification, it involves a strict and comprehensive evaluation process, covering the following key criteria:

Intellectual Property

Companies must own relevant intellectual property rights such as invention patents, utility model patents, or software copyrights, closely related to their main business.

Minimum requirement: 1 invention patent or 6 utility model/software copyrights obtained within the past 3 years.

Technology Focus

The company’s main business must fall within the priority high-tech sectors supported by the Chinese government—such as automation equipment, advanced manufacturing, electronic information, and new materials.

R&D Investment

Enterprises must maintain a certain ratio of R&D spending to total revenue:

≥5% for companies with annual revenue ≤ CNY 50 million

≥4% for revenue between CNY 50 million–200 million

≥3% for revenue over CNY 200 million

A dedicated audited R&D financial report is required.

Skilled Personnel

At least 10% of total staff must be R&D and technical personnel, reflecting the company’s innovation strength.

Revenue from High-Tech Products

Revenue from high-tech products and services must account for at least 60% of the total income.

Business Growth

Enterprises are evaluated on growth indicators such as net asset growth and revenue increase.

A total evaluation score of at least 71 out of 100 is required to qualify.
